The Senate Standing Committee on Interior and Narcotics Control on Monday approved the Islamabad Consumers Protection (Amendment) Bill, 2026, which seeks greater disclosure of doctors’ fees and related expenses.
The bill was moved by Senator Samina Mumtaz Zehri and then approved unanimously during a meeting chaired by Senator Faisal Saleem Rehman at Parliament House.
Zehri argued that patients should have access to clear information about doctors’ charges and related costs. She said the proposed changes were also aimed at improving transparency and protecting consumers.
Minister of State for Interior Senator Talal Chaudhry opposed the bill, saying the issue falls under the Islamabad Healthcare Regulatory Authority (IHRA).
A Ministry of Law representative also objected and recommended IHRA officials be called before the committee to explain the regulator’s position.
During the discussion, Zehri criticized the continued resistance to her proposal and referred to the recent PIMS incident.
Talal Chaudhry maintained that the matter was primarily related to healthcare and should be handled by the relevant parliamentary committee. He also warned that legislation on technical health matters without sufficient expertise could create implementation difficulties.
Committee Chairman Faisal Saleem Rehman said lawmakers should be able to legislate effectively and that government institutions should cooperate with parliamentary committees.
