National Library Launches Lecture Series for CSS Aspirants

The National Heritage and Culture Division has launched a lecture series for students preparing for the CSS examinations.

Federal Minister for National Heritage and Culture Aurangzeb Khan Khichi inaugurated the “Beyond the Syllabus” series at the National Library of Pakistan.

The first lecture, “Knowing Pakistan: Culture, Society and the Making of an Effective Civil Servant,” was delivered by Federal Secretary for National Heritage and Culture Asad Rahman Gillani.

He spoke to students about Pakistan’s cultural and social landscape, the evolution of civil services and the qualities needed to become an effective public servant.

Speaking at the launch, Khichi said the series is meant to support CSS preparation by connecting students with senior officials and professionals from the civil service, judiciary and other fields.

He said the initiative will provide practical knowledge and professional insights that are not always covered in textbooks or examination syllabuses.

The minister also urged students to make full use of the National Library’s physical and digital resources available for competitive exam preparation.

Gillani said critical thinking, sound judgment and evidence-based decision-making are essential qualities for civil servants.

He said joining the civil service should not be seen only as a career goal, but as a commitment to public service and national development.

He encouraged students to work for positive change, improve public institutions and contribute to better governance and service delivery.

Gillani also discussed the historical development of Pakistan’s civil service, including the administrative structures inherited from the British era.

He highlighted the challenges facing the current system and said future civil servants must understand these issues if they are to help reform institutions.

He added that artificial intelligence and other emerging technologies will bring major changes to public administration.

The session ended with an interactive question-and-answer session, where Gillani responded to students’ questions and shared practical guidance on public administration and the responsibilities of a civil servant.
