Meta Charges Pakistan 11x More Than India for WhatsApp Business Messages

Meta is set to charge Pakistani businesses around 11 times more than Indian businesses for WhatsApp Business utility, authentication and service messages under its new pricing structure from October 1, 2026.

Under Meta’s new rates, Pakistani businesses will pay $0.015 per utility, authentication or service message, compared with $0.0014 in India. Pakistan’s rate is also higher than the rates listed for Bangladesh, Sri Lanka, Nepal and Iraq.

Country Utility / Authentication / Service Pakistan’s Rate Compared With It
Pakistan $0.0150 Baseline
India $0.0014 10.7x higher
Sri Lanka $0.0020 7.5x higher
Nepal $0.0034 4.4x higher
Bangladesh $0.0037 4.1x higher
Iraq $0.0079 1.9x higher

The new pricing will also end free service messages and utility template messages sent within WhatsApp’s 24-hour customer service window. Meta will provide 1,000 free service messages per business phone number each month.

The regional comparison shows Pakistan has the highest domestic rate for these three message categories among the markets listed. The rate is also nearly twice the $0.0077 rate applied to Meta’s general “Other” market category.

Market Marketing Utility Authentication Auth. International Service
Bangladesh $0.0732 $0.0037 $0.0037 $0.0960 $0.0037
India $0.0118 $0.0014 $0.0014 $0.0304 $0.0014
Iraq $0.0341 $0.0079 $0.0079 $0.1280 $0.0079
Nepal $0.0732 $0.0034 $0.0034 $0.1120 $0.0034
Pakistan $0.0473 $0.0150 $0.0150 $0.0750 $0.0150
Sri Lanka $0.0732 $0.0020 $0.0020 $0.1440 $0.0020
Turkey $0.0109 $0.0009 $0.0009 N/A $0.0009
Other $0.0604 $0.0077 $0.0077 N/A $0.0077

The difference could significantly increase costs for Pakistani businesses that use WhatsApp for routine customer communication, including order updates, billing alerts, customer support and authentication messages.

For example, a business sending 300,000 such messages a month would face a monthly bill of $4,500 in Pakistan at the new rate. The same volume would cost $420 in India and $600 in Sri Lanka.

Scenario Monthly Volume Rate/$ Monthly Cost Annual Cost
Before October 11, 2026 (in-window service/utility) 300,000 messages Free $0 $0
At Pakistan’s new rate 300,000 messages $0.0150 $4,500 $54,000
At India’s rate (same volume) 300,000 messages $0.0014 $420 $5,040
At Sri Lanka’s rate (same volume) 300,000 messages $0.0020 $600 $7,200

The pricing change is particularly significant for Pakistan, where WhatsApp is widely used by businesses for customer support and transactions.

Higher charges for basic service communication could increase operating costs and potentially discourage adoption.
