Meta Charges Pakistan 11x More Than India for WhatsApp Business Messages
Meta is set to charge Pakistani businesses around 11 times more than Indian businesses for WhatsApp Business utility, authentication and service messages under its new pricing structure from October 1, 2026.
Under Meta’s new rates, Pakistani businesses will pay $0.015 per utility, authentication or service message, compared with $0.0014 in India. Pakistan’s rate is also higher than the rates listed for Bangladesh, Sri Lanka, Nepal and Iraq.

The new pricing will also end free service messages and utility template messages sent within WhatsApp’s 24-hour customer service window. Meta will provide 1,000 free service messages per business phone number each month.
The regional comparison shows Pakistan has the highest domestic rate for these three message categories among the markets listed. The rate is also nearly twice the $0.0077 rate applied to Meta’s general “Other” market category.

The difference could significantly increase costs for Pakistani businesses that use WhatsApp for routine customer communication, including order updates, billing alerts, customer support and authentication messages.
For example, a business sending 300,000 such messages a month would face a monthly bill of $4,500 in Pakistan at the new rate. The same volume would cost $420 in India and $600 in Sri Lanka.
