The federal government has decided to move ahead with the reintroduction of the Signature Bonus mechanism for liquefied petroleum gas (LPG) sales, a decision that has drawn criticism from industry stakeholders who warn it could increase consumer prices and reduce market competition.
According to the minutes of a meeting chaired by the petroleum minister on July 20, the government is reviewing the legal framework for collecting the Signature Bonus, introducing a competitive auction mechanism for indigenous LPG, and implementing a new pricing structure.
The Petroleum Division has circulated the decisions to the Oil and Gas Regulatory Authority (Ogra), Oil and Gas Development Company Limited (OGDCL), Pakistan Petroleum Limited (PPL), Government Holdings Private Limited (GHPL), Pak Arab Refinery Company (Parco), and other stakeholders for implementation.
Under the new framework, state owned producers including OGDCL, PPL, GHPL, and Parco will conduct pilot auctions using a standardized three year bidding model. The first auction is scheduled for August 10, with bids to be evaluated based on the highest Signature Bonus offered by eligible participants.
The government says the reforms are intended to improve transparency and create a single market based price for indigenous LPG. It has also stated that the cost of the Signature Bonus should not be passed on to consumers and that any financial support for low income households will be provided through the Benazir Income Support Programme instead of maintaining separate pricing for subsidized LPG.
Industry representatives argue the Signature Bonus will ultimately increase retail LPG prices as suppliers pass the additional cost on to consumers. They also warn the auction system could favor larger state owned companies, making it harder for smaller marketers to compete. Critics note that similar proposals were previously opposed by Ogra, the courts, and earlier governments, while questioning the absence of a clear mechanism to ensure Signature Bonus proceeds reach low income households.
