Housing Finance Surges 94% Under PM Loan Scheme

Housing finance under the Prime Minister’s Apna Ghar scheme has nearly doubled since June, with approved financing rising by 94 percent from Rs. 144 billion to Rs. 279 billion by mid-August, according to the Finance Division.

The figures were reviewed at a meeting of the Access to Finance Steering Committee chaired by Finance Minister Muhammad Aurangzeb on Tuesday.

Applications under the PM’s Apna Ghar Program increased 52 percent since June to nearly 139,000, while approvals jumped 84 percent to more than 46,000.

The number of housing loans disbursed also rose 59 percent to over 7,600, with total disbursements exceeding Rs. 38 billion.

Overall housing finance in Pakistan increased from around Rs. 294 billion at the end of June to Rs. 307 billion by mid-August.

The Finance Division said recent regulatory reforms are aimed at expanding mortgage lending, including a 90:10 loan-to-value ratio, a 65 percent debt-burden ratio, simplified property valuation and documentation, digital processing and longer financing tenors.

The committee also highlighted the Financial Institutions (Recovery of Finances) (Amendment) Act, 2026, saying stronger recovery rules could encourage banks to increase mortgage lending.

Agriculture and SME financing also showed growth. Agriculture borrowers increased by around 115,000 to 3.37 million by mid-August, while agriculture financing stood at about Rs. 1.26 trillion.

Formal SME financing reached around Rs. 1.05 trillion, covering approximately 330,000 businesses.

The government is targeting agriculture and SME financing of Rs. 1.5 trillion each by June 2027 and Rs. 2 trillion each by June 2028.

The committee also reviewed export financing and the new Performance-Based Rebate on Incremental Exports, under which exporters can receive a rebate of up to 2 percent on additional exports.
