Govt Plans to Make Foreigners Invest More in Pakistani Businesses

The government has launched work on a National Private Equity Policy Framework to attract more domestic and foreign long-term investment into Pakistani businesses, with a focus on making it easier for companies to expand, merge, restructure and scale up.

Finance Minister Muhammad Aurangzeb chaired the first meeting of the committee formed by Prime Minister to develop the framework, which aims to strengthen Pakistan’s private equity market and unlock long-term capital.

The committee said private equity could help channel investment into high-growth and priority sectors, support business expansion, improve productivity and make Pakistani companies more competitive.

It also discussed using private equity to support mergers and acquisitions, corporate restructuring, privatization and other long-term investment opportunities.

The Finance Minister stressed that the policy should be private-sector-led, with the government focused on creating a clear regulatory environment and removing taxation and policy barriers that discourage long-term investment.

The proposed framework is not intended to provide direct government funding. Instead, the government wants to make Pakistan more attractive to domestic and international investors.

The committee also identified the need for a stronger pipeline of bankable business plans and investable projects so investors can identify viable opportunities and deploy capital more effectively.

Four dedicated workstreams will now focus on taxation, regulation, business strategy and identifying bankable projects. Their recommendations will be combined into the National Private Equity Policy Framework and submitted to the Prime Minister.
