Commissioner Rawalpindi Division Salman Ghani has introduced strict rules for road cutting and excavation, making a prior No Objection Certificate (NOC) mandatory for such work.
The Commissioner took serious notice of repeated road cutting in the name of development work, saying it causes public inconvenience, traffic congestion, and wastage of government resources.
Under the new rules, departments and service providers seeking to cut roads for the installation, repair, or relocation of utility lines must coordinate their work and share details of underground service lines and future projects to prevent repeated excavation.
Ghani directed that road cutting should only be used as a last resort. Wherever possible, modern methods such as thrust boring and ducting must be used to minimize damage to road surfaces.
If road cutting is unavoidable, the department concerned must restore the road to its original standard within 15 days. Timelines for backfilling and reconstruction must also be finalized before work begins.
The Commissioner further ordered that newly constructed or rehabilitated roads should not be cut for service lines.
Pending road-cutting applications from utility providers must be cleared within three days, while utility shifting requirements should be incorporated at the planning stage of major projects.
