CDA Orders Sealing of Housing Scheme Over Unapproved Development

The Capital Development Authority (CDA) has ordered the sealing of the site and management offices of Islamabad Green Paradise in Zone 04 (D), Koral, after finding that development work was being carried out without required approvals.

The directive was issued by the CDA Directorate of Regional Planning on Sept. 2, 2026. The authority said the housing scheme had started development without an approved Layout Plan (LOP) and a No Objection Certificate (NOC).

According to the CDA, private sponsors cannot plan, launch or develop a housing scheme in Islamabad without the required approvals under the CDA Ordinance 1960, ICT Zoning Regulations 1992 and relevant regulations issued in 2023.

The authority said it had previously served notices and show cause notices on the scheme on May 16, 2022 and Jan. 7, 2026. The notices directed the sponsors to stop development, marketing, sale and purchase, allotment and transfer of plots and remove unauthorized works and structures.

CDA said the scheme had still not obtained the required approvals despite the notices and show cause proceedings.

Under CDA regulations, offices used by advertisers, sponsors, operators, consultants, contractors, real estate agents and marketing partners of unauthorized housing schemes can be sealed when development or marketing is carried out without an approved layout plan, NOC or building plans.

Following the proceedings, the Directorate of Regional Planning asked the CDA Directorate of Enforcement to seal the marketing and site offices of Islamabad Green Paradise. The action was approved by the Director General of Spatial Planning.

CDA has also sought the removal or demolition of illegal works, buildings and structures in the scheme in coordination with the Building Control Directorate.

The authority has separately asked IESCO and SNGPL to provide electricity and gas connections only in accordance with CDA approved layout plans and sanctioned building plans. It has also referred to action against advertisements and websites promoting private housing schemes and projects launched without CDA approval.
