CDA Allocates Land Dedicated for 2 Universities to Islamabad’s Famous Housing Project
The Capital Development Authority (CDA) has offered the Higher Education Commission (HEC) just 25 acres of alternative land against the 250 acres it purchased for two public universities in Islamabad.
The dispute arose after CDA included the land allocated to HEC in its Margalla Enclave housing project, being developed in Kuri through a joint venture with the Defence Housing Authority (DHA).
In 2007, HEC purchased 250 acres in Kuri from CDA for more than Rs. 1 billion to establish the University of Engineering, Sciences and Technology and the National University of Law. However, the land was later incorporated into the Margalla Enclave project, which covers approximately 18,000 kanals.
HEC officials have rejected the proposal to provide around 25 acres in Sector I-17, demanding possession of the original land or a suitable alternative.
An HEC official said the commission had never requested land in I-17 and questioned how CDA could offer such a small area in exchange for 250 acres. The official demanded immediate possession of the original land or an allocation elsewhere if the Kuri site was no longer available.
The matter was scheduled to be discussed at CDA’s board meeting on Monday but could not be taken up. It is now expected to be considered at the next meeting.
In 2025, the CDA board decided to relocate government educational institutions and land reserved for universities to the institutional sector in I-17.
