NAB Additional Director Arrested in Alleged Fake Degree and Corruption Case

The National Accountability Bureau (NAB) Additional Director Ziaullah Khan Toru has been arrested after an Islamabad court rejected his pre-arrest bail application in a case involving alleged fake degrees, misuse of office and unlawful financial gains.

Special Judge Central Humayun Dilawar rejected Toru’s bail plea at the Anti-Corruption Court in Islamabad. Authorities subsequently took the NAB officer into custody.

The Federal Investigation Agency’s (FIA) Anti-Corruption Circle in Islamabad registered the case through Assistant Director Shahid Ilyas Khan, who initiated the investigation.

Meanwhile, allegations have emerged that officials removed Khan from the inquiry following the registration of the case. The supplied account claims Toru used his influence and connections to secure the investigator’s removal with the involvement of FIA officials. However, it provides no official explanation for the reported transfer or independent evidence establishing interference.

According to FIR No. 50/2026, Toru allegedly abused his position as a public servant at NAB and obtained unlawful financial benefits through deception and dishonesty.

The FIR alleges that he established Universal Mining (Private) Limited in 2012 with Chinese nationals Fei Zhao, Yinchi Deng and Yongjian Tang.

It further states that he set up Pakhtunkhwa Mines in his wife Uzma Zia’s name in 2015 and obtained two mining leases in North Waziristan.

Investigators also accuse him of concealing interests in Ismat Marble Factory, Ziaullah Toru Construction Company and Kamal Concrete. The case includes allegations that he accumulated assets beyond his known sources of income.

The FIR also alleges that Toru submitted two different MBA degrees in marketing to obtain government employment.

The qualifications purportedly came from Preston University institutions in the United States and Karachi. However, investigators allege that both carried the same registration number and were found to be unrecognized or forged.

Authorities registered the case under Sections 420, 468, 471, 409, 168 and 109 of the Pakistan Penal Code, read with Section 5(2) of the Prevention of Corruption Act.

The account describes Khan as an honest and conscientious officer and alleges that his removal aimed to prevent him from collecting further evidence against Toru. These characterizations and the alleged motive have not been independently established in the supplied material.

It also reports concerns in legal and public circles over the timing of the investigator’s transfer. Those concerns center on whether influential suspects receive preferential treatment and whether investigators can pursue high-profile cases without interference.

Further investigations into the case remain underway.
