The Capital Development Authority (CDA) has fined 48 public and private hospitals and medical centers in Islamabad over inadequate fire and life safety arrangements following the PIMS tragedy.
According to available records, the civic body imposed fines totaling Rs. 14.05 million after inspections found shortcomings in safety measures at the healthcare facilities.
The action was taken on August 30 and 31, 2026, with penalties ranging from Rs. 50,000 to Rs. 500,000 depending on the nature and severity of the violations.
Several major hospitals were among those penalized. PIMS, Polyclinic Hospital, and Capital Hospital were each fined Rs. 500,000 for fire safety violations. Maroof International Hospital and Nori Hospital were also among the major healthcare facilities that received hefty fines.
Riphah International Medical College, Owais Homeopathic Teaching Hospital, Akbar Niazi Teaching Hospital, Advance International Hospital, River Garden Hospital, and Islamabad International Hospital were also each fined Rs. 500,000.
During the inspections, CDA officials assessed fire detection systems, alarms, emergency exits, firefighting equipment, and other fire and life safety arrangements.
Serious deficiencies were identified at several institutions, while emergency evacuation arrangements for patients and staff were also found unsatisfactory in some cases.
Reports said the CDA had previously issued multiple notices to several hospitals and medical centers, directing them to improve their fire safety arrangements. However, fines were imposed after the required measures were not implemented.
