Tax Officers Reject New Plans for FBR

The Inland Revenue Service Officers Association (IRSOA) has opposed further structural changes at the Federal Board of Revenue (FBR), urging the government to evaluate ongoing reforms before launching new initiatives.

The association warned that repeated restructuring without assessing existing measures could disrupt administration, weaken operational capacity and hurt revenue collection.

In a press release issued on October 16, IRSOA said major initiatives, including digital invoicing, Point-of-Sale (POS) integration, Compliance Risk Management (CRM), production monitoring and the Faceless Inland Revenue System, were still being implemented and needed time to deliver measurable results.

The association said reforms should strengthen institutions rather than lead to repeated experimentation. It warned that frequent organizational changes could create administrative uncertainty and undermine continuity.

IRSOA also called for greater coordination across Pakistan’s fragmented tax system. It noted that businesses currently deal with multiple federal, provincial and local tax authorities, each with separate compliance requirements, reporting obligations and enforcement mechanisms, increasing costs and administrative complexity.

The association said the long-term goal should be a unified national tax administration framework with harmonized procedures, integrated information systems and coordinated enforcement across taxes and jurisdictions.

It also emphasized the need to consult officers responsible for implementing reforms, arguing that sustainable changes require institutional confidence and operational continuity.

IRSOA urged the government and FBR leadership to consolidate ongoing initiatives, independently evaluate their outcomes and consult relevant stakeholders before considering further structural changes.

It said institutional stability and better coordination should take priority over repeated restructuring.
