The Senate Standing Committee on Science and Technology has approved a bill proposing prison terms and fines for manufacturing and importing substandard cosmetics. The committee also approved a bill banning the use of energy drinks in educational institutions.
The meeting, chaired by Senate committee head Kamal Ali Agha, discussed the General Cosmetics Bill 2026 in detail. Federal Minister Raja Hayat Harraj told the committee that there is currently no government control over the cosmetics sector in the country.
He said the use of mercury in beauty creams is contributing to skin cancer and that the lack of regulation and quality standards has also prevented cosmetics from being exported.
According to him, cosmetics manufacturers have become billionaires, and Chichawatni has emerged as the biggest centre for the industry. He added that many people bring cosmetics from abroad in bags and sell them in major stores.
Under the proposed bill, a duty would be imposed on imported cosmetics. The bill also proposes up to seven years in prison and a fine of up to Rs10 million for manufacturing or importing substandard cosmetics.
It further recommends setting up an authority to prevent the sale and production of substandard cosmetics.
The committee approved both bills unanimously.
