The National Computer Emergency Response Team (NCERT) has directed all provincial and sectoral Computer Emergency Response Teams (CERTs) to speed up the establishment of dedicated Security Operations Centres (SOCs) and connect them with the National Security Operations Centre (NSOC).
The directive requires CERTs that have not yet established their SOCs, or have not connected them with the NSOC, to complete the process on priority.
November Deadline
According to an official letter, provincial and sectoral CERTs had previously been instructed to establish their respective SOCs within six months and make them operational by November 2026.
The directive was issued under the CERT Rules, 2023 and the National Cyber Security Policy, 2021.
NCERT said the NSOC has been established as the first tier of Pakistan’s national system for monitoring, correlating and coordinating cyber threats. The centre is now operating around the clock.
Several sectoral CERTs have already integrated their SOCs with the NSOC. These centres are sharing telemetry, cyber incident feeds and threat intelligence with the national centre in near real time.
Dedicated Teams Required
CERTs that have yet to establish their SOCs or connect them with the NSOC have been ordered to complete the process on priority.
They have also been directed to nominate dedicated technical focal persons or teams for the process. Their details must be provided to NCERT within seven working days of the letter’s issuance.
The CERTs must also ensure continuous, real-time sharing of high- and medium-severity incident logs, alerts and threat intelligence with the NSOC.
Three-Tier Cybersecurity Structure
NCERT has further directed organisational SOCs operating at Tier 3 to connect with their respective provincial or sectoral SOCs at Tier 2.
The arrangement is intended to ensure end-to-end national visibility of cyber threats through the Tier-1 NSOC.
