Khyber Pakhtunkhwa (KP) Chief Minister (CM) Muhammad Sohail Afridi has approved a series of measures to regulate illegal housing schemes, streamline building plan approvals, and strengthen action against unauthorized construction across the province.
The decisions were taken during a meeting of the council of the Land Use and Building Control Authority (LUBCA), chaired by the chief minister.
The council approved a proposed amendment to the KP Housing Schemes Regulations 2024, while Afridi directed officials to speed up the process of determining the legal status of unapproved and illegal housing schemes.
He also ordered authorities to set a cut-off date for registration applications from all unregistered and illegal housing schemes. Schemes that fail to apply within the prescribed period or do not meet the required conditions will face legal action.
According to the chief minister, the main purpose of extending the housing regulations is to bring unregistered housing schemes within the legal framework.
The meeting also discussed the introduction of a centralized system under LUBCA for the approval of building plans covering all development authorities, except the Peshawar Development Authority (PDA).
CM Afridi directed officials to submit a final plan within two weeks on whether the development authorities should be integrated or brought under a centralized approval system. He said an effective and integrated mechanism was necessary to improve the performance of development authorities and ensure transparency.
The council also considered a proposal to create 21 new posts to strengthen LUBCA’s operational capacity.
Officials briefed the meeting on the proposed enlistment and renewal fee structure, along with the introduction of a uniform debris fee. The council granted in-principle approval to both proposals.
A separate proposal to exempt residential building plans of up to five marlas from the debris fee was also discussed. The chief minister directed that the matter be referred to the Finance Committee.
The council decided to retain the existing revenue-sharing arrangement between LUBCA and Tehsil Municipal Administrations (TMAs). Under the current formula, LUBCA receives 25 percent of the revenue, while TMAs receive the remaining 75 percent.
The council also approved LUBCA’s revised budget for fiscal year 2025-26 and its budget for 2026-27.
CM Afridi further directed the formation of a Finance Committee under the council to make final recommendations on matters involving financial implications.
The chief minister said controlling illegal construction, promoting sustainable development, and strengthening TMAs were equally important. He emphasized the need for effective enforcement of relevant laws and stronger implementation measures to achieve the desired results.
