The Higher Education Commission (HEC) has announced the Quaid-e-Azam Memorial Fellowship, offering eligible Pakistani and AJK PhD scholars a six-month research opportunity at leading foreign universities and research institutions.
Pakistan launched the fellowship to commemorate the 150th birth anniversary of Quaid-e-Azam Muhammad Ali Jinnah.
It will support doctoral research on his vision, leadership, contributions, legacy, and political, social, and constitutional thought. Applications opened on 6 October 2026, and the last date to apply is 30 October 2026.

Who Can Apply
Applicants must be Pakistani or AJK nationals enrolled as full-time PhD students at a recognised Pakistani university. Candidates must have completed at least 18 credit hours of PhD coursework.
They must also have completed at least 18 months of their PhD enrolment but should not have exceeded 3.5 years at the time of application.
For the current batch, HEC requires applicants to fall within the relevant PhD enrolment period specified under the fellowship criteria.
Test Requirement
Applicants must have passed either the GAT Subject Test or the university admission test used for their PhD admission. Candidates should keep documentary proof of their test result available when preparing the application.
Approved Research Topic Required
Applicants must already have a PhD research topic and synopsis approved by the relevant academic authorities at their university.
The research topic should also align with the objectives and themes of the Quaid-e-Azam Memorial Fellowship.
Candidates should obtain the necessary recommendation and approval documents from their local university and PhD supervisor.
Foreign University Acceptance Required
Applicants must obtain an official acceptance or invitation from a foreign university, institute, or laboratory before applying. The host institution must have a strong international academic ranking.
HEC requires the foreign host university to rank among recognised leading institutions either overall or subject-wise under the QS World University Rankings or Times Higher Education World University Rankings.
Financial Support
The fellowship includes return economy airfare of up to $1,300. Selected researchers will also receive a monthly living allowance according to the country where they conduct their research.

Documents Required
Applicants must prepare the supporting documents required by HEC before submitting their application. These include the official acceptance or invitation letter from the foreign host institution, the foreign supervisor’s proforma and CV, and the approved PhD research synopsis.
Candidates also need a recommendation from their local PhD supervisor, their own updated CV, passport copy, academic documents, and proof of their GAT Subject Test or university admission test result.

Eligible PhD scholars must submit their applications through the online Google Form designated by HEC for the Quaid-e-Azam Memorial Fellowship.
Applicants should complete all required sections of the form and upload the requested academic, research, and identification documents.
Candidates must also provide evidence of acceptance from an eligible foreign institution and submit information about both their local and foreign research supervisors.
HEC may reject incomplete applications or submissions that do not meet the eligibility requirements.
