Govt Begins Nationwide Mapping of Markets, Shops for Retailers’ Tax Scheme

The government will begin mapping markets and individual shops across the country from Friday to implement the retailers’ fixed tax scheme, with shopkeepers facing penalties for failing to file their returns after the October 15, 2026 deadline.

Minister of State for Finance and Railways Bilal Azhar Kayani said penalties will start at Rs. 10,000 in the first month after the deadline and rise to Rs. 25,000 in the second month and Rs. 50,000 in the third month.

The government has extended the filing deadline by 15 days to October 15. Around 3.7 million retailers remain outside the tax net, while more than 10,000 have registered with the scheme’s app. So far, only 778 have filed returns, including just four new retailers under the scheme.

Kayani directed FBR officials to prepare daily schedules and visit markets with trader representatives. Every shop will be mapped, and retailers will be briefed on the tax scheme and return filing process.

The meeting was also informed that a technical issue with the “other income” column in the tax return had been resolved following complaints from traders.

Kayani said the scheme was designed in consultation with traders and urged shopkeepers to use the extended deadline to file their returns before penalties take effect.
