Punjab Sets New Contract Extension Rules for Govt Employees

Punjab has introduced a revised procedure for extending government employees’ contracts, linking renewals to performance and removing the requirement for the chief minister’s prior approval in every individual case.

According to an official document, relevant appointing authorities will now be empowered to approve extensions within their jurisdiction.

The chief minister’s approval will remain mandatory for positions where the chief minister is the designated appointing authority.

Only contract employees rated as having “good” or “very good” performance will be recommended for extensions.

Authorities must decide whether to extend an employee’s tenure before the existing contract expires. Employees who do not receive an extension will not be allowed to continue working beyond their contract term, and salary payments will stop upon its expiry.

The Accountant General Punjab and district accounts offices have been directed to strictly monitor contract periods to ensure compliance with these requirements.

The document also reiterates that retrospective extensions are not permitted under the Contract Appointment Policy 2004. This means an expired contract cannot subsequently be extended with backdated effect.

The revised procedure places responsibility for timely renewal decisions on the relevant appointing authorities while retaining the chief minister’s approval where required.
