Punjab Approves New Rules for Private Housing Societies
The Punjab government has approved major amendments to the rules governing private housing societies, introducing new requirements for plot cancellations, development work, and society management.
Under the revised rules, housing societies must notify allottees before canceling their plots. Notices must be sent through the Housing Society Management System and registered mail.
Societies must also give allottees at least two opportunities to pay overdue plot installments. Similarly, plots cannot be canceled immediately over unpaid development charges, and at least two notices must be issued before cancellation.
The amendments also require applications for new and revised housing schemes to be submitted through a centralized digital system. The maximum residential plot size in low-cost housing schemes has been set at five marlas.
Housing societies carrying out illegal development work will face daily fines ranging from Rs. 5,000 to Rs. 20,000. The new rules also make it mandatory to install electricity, internet, and other utility lines underground.
Once development work is completed, a seven-member management committee will oversee the society’s affairs, comprising four representatives of residents and three representatives of the sponsor.
