Libya Offers Oil to Pakistan
Pakistan has encouraged domestic refineries to explore importing crude oil from Libya as it seeks to diversify supplies amid global energy disruptions, Petroleum Minister Ali Pervaiz Malik said Monday.
Speaking on the sidelines of the 17th International Energy Forum (IEF) Ministerial Meeting in Riyadh, Malik held talks with Libyan Oil and Gas Minister Khalifa Rajab Abdulsadek on strengthening cooperation in the oil and gas sector.
Malik said diversifying crude oil sources would help Pakistan strengthen energy security and maintain alternative supply routes in case of disruptions to key maritime passages, including the Strait of Hormuz and the Bab al-Mandeb Strait. Abdulsadek said he would encourage Libya’s national oil company to allocate larger volumes of crude oil to Pakistani buyers.
Libya is also planning to upgrade its refineries, with Abdulsadek expressing interest in learning from Pakistan’s experience in refinery modernization.
Separately, Turkish Energy Minister Alparslan Bayraktar said he expected to visit Pakistan next month to receive a seismic vessel operated by Türkiye’s national oil company, TPAO. The vessel is expected to begin data acquisition in the Indus Basin, supporting Pakistan’s efforts to explore domestic energy resources.
Malik also met Qatar’s Energy Minister Saad Sherida Al-Kaabi to discuss potential cooperation in the liquefied natural gas sector.
Addressing the IEF meeting, Malik said the 2026 global energy supply shock had affected not only oil and gas but also shipping and insurance. He said Pakistan had avoided rationing major energy sources despite its reliance on imported energy, with support from Saudi Arabia, Qatar and Kuwait.
He added that Pakistan was working to strengthen long-term energy security through strategic reserves, greater domestic production, investment in refineries and storage facilities, improved energy markets and targeted relief measures. Malik called for international investment frameworks that balance energy security and sustainability with affordability and access.
