Japan Tightens Permanent Residency Rules for Foreigners
Japan has introduced tougher rules for foreigners seeking permanent residency, including stricter income, pension, and Japanese-language requirements.
The government revised its permanent residency guidelines on October 1. Most of the new conditions will apply to applications filed from April 2027. However, the updated income rules also affect some applications filed from April 2026.
Applicants will now face a clearer income requirement. Authorities will check whether a household’s yearly income remains above the average income of a Japanese household of a similar size.
Japanese-language ability will also become part of the assessment. Applicants will generally need Japanese skills at B1 level or above, which covers everyday communication. Some applicants may be exempt from this requirement.
Pension savings will also play a bigger role. Applicants are expected to show future pension benefits similar to those of someone who paid into Japan’s employee pension system for 30 years. Financial assets may help cover a shortfall.
At the same time, Japan has sharply increased the fee for permanent residency. The cost has risen from 10,000 yen to 200,000 yen from October 1, a 20-fold increase.
Permanent residency gives foreign nationals greater long-term stability in Japan. Unlike many other residence statuses, it does not place restrictions on the period of stay or type of work.
The changes come as Prime Minister Sanae Takaichi’s government reviews rules for foreign nationals. The government says Japan needs foreign workers in some sectors because of population decline and labour shortages, while also calling for stronger compliance with laws and social rules.
Japan’s ageing population has increased its need for overseas workers. However, the government is also tightening immigration and residency checks as the number of foreign residents grows.
The new requirements do not automatically remove permanent residency from existing residents. Instead, they mainly change the conditions faced by people applying for permanent status in the future.
