Govt Tightens Employment Rules for Dual National Bureaucrats

The federal government has directed ministries and divisions to collect information on bureaucrats’ foreign citizenship details, foreign travel documents and marriages to foreign nationals under the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026.

An office memorandum dated October 21, 2026 now requires all civil servants to submit a declaration within 90 days after the rules are notified in the official Gazette.

The declaration must cover the nationality status of officials and their dependents, any foreign country travel documents they hold, and marriages to foreign nationals.

False Declarations Could Lead to Penalty

Under Rule 3(4), failure to submit the required declaration or making a false declaration constitutes misconduct under the Civil Servants (Efficiency and Discipline) Rules, 2020.

The Establishment Division has asked all ministries and divisions to provide consolidated information about officers under their administrative control.

This excludes the Pakistan Administrative Service (PAS), Police Service of Pakistan (PSP), Secretariat Group (SG) and Office Management Group (OMG).

The requested information includes each officer’s name, designation and basic pay scale, whether the declaration has been submitted, and the foreign nationality or travel document status of both the officer and their dependents.
