Pakistan has launched its first 10-year national plan for shark conservation and management to support sustainable fisheries and protect marine biodiversity.
Federal Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry announced the National Plan of Action for the Conservation and Management of Sharks, or NPOA-Sharks Pakistan 2025-2035, on Tuesday.
The plan will run in three phases over the next decade under the Marine Fisheries Department, with oversight from a multi-stakeholder National Advisory Committee.
The minister said the first five years will require an estimated $3.8 million to $5 million. The funding will come from government support, international donors and private-sector contributions.
The plan aims to rebuild shark populations, end illegal finning, reduce bycatch deaths, protect critical habitats and improve coastal livelihoods. It also sets out measures for stronger research, better fisheries enforcement and species-specific protections.
Authorities will introduce mandatory fins-naturally-attached rules, create shark sanctuaries and restore mangroves to protect habitats. The framework also includes community support for fishermen and cooperation with international bodies, including the Indian Ocean Tuna Commission.
Officials will monitor progress through annual indicators such as landing-site checks, stock assessments, vessel monitoring and bycatch reduction. Formal reviews will take place every three years.
The plan covers sharks, rays, skates and chimaeras found in Pakistani waters and aligns with international fisheries and conservation standards.
