Fully-Funded Master’s Scholarship in Portugal Closing in September 2026

The Portugal Government Scholarship is accepting applications until September 30, 2026, for students who need financial support to pursue higher education in Portugal.

Managed by the Directorate-General for Higher Education (DGES), the grant supports eligible students enrolled in Bachelor’s, Master’s, and integrated Master’s programs. Applicants must submit their applications through the DGES online portal.

According to the scholarship listing, students can receive up to €15,000 per year. However, DGES calculates the actual grant based on each student’s financial situation and the applicable rules rather than providing a fixed amount to every recipient.

Payments are generally made in 10 monthly instalments, helping eligible students manage their education-related expenses during the academic year.

Who Can Apply

The scholarship is designed for students with limited financial resources who meet the academic and financial conditions set by DGES. Applicants must generally be enrolled in an eligible higher education program in Portugal and meet the required academic progress conditions. Students normally need to register for at least 30 ECTS, subject to the exceptions in the regulations.

DGES also applies nationality and residence rules. Citizens of EU countries with permanent residence rights in Portugal, certain third-country nationals with permanent or long-term residence, people covered by relevant cooperation agreements, stateless persons, and refugees may qualify.

For Pakistani students, this point is important. A Pakistani national who enters Portugal as an international student does not automatically qualify for this government grant. The University of Porto states that students with International Student Status are excluded from its SASUP study scholarships.

Financial Support

DGES calculates the scholarship based on the applicant’s household financial situation rather than paying the same amount to every student.

For the 2026-27 academic year, the government has introduced changes to the higher education support system.

The official government guidance states that the scholarship system continues to provide support for students with fewer financial resources, while the new model will be introduced gradually.

Students may also receive additional support in certain cases, including accommodation assistance for eligible displaced students.

The government has set the accommodation supplement for scholarship students at €161.14 per month in 2026-27 under the stated conditions.

Income and Financial Conditions

Applicants must provide information about their household income and assets during the application process.

DGES currently lists an annual household income limit of €11,049.89 and a movable-asset limit of €115,303.20 for the relevant scholarship assessment. Applicants must also meet the applicable tax and social-security requirements.

The final scholarship amount depends on the student’s individual circumstances and the rules used for the academic year.

University of Porto Students

The University of Porto provides study support through its Social Action Services (SASUP), but these scholarships are not available to students holding International Student Status.

U.Porto also offers other funding options for international students, including merit scholarships and external scholarships. The university advises international students to check the funding opportunities available through their faculty and external partners.

Students planning to study at the University of Porto should first confirm their admission and student status because U.Porto says students with International Student Status cannot receive the regular SASUP study scholarship.
