Pakistan has set new customs values for imports of Aluminum Hydroxide and Alumina Hydrate from China and India, according to a new valuation ruling issued by the Directorate General of Customs Valuation Karachi.
The ruling covers industrial grade Aluminum Hydroxide and Alumina Hydrate imported from China and pharma grade material imported from India.
Under Valuation Ruling No. 2108 of 2026, the Directorate reviewed the previously determined customs values under Valuation Ruling No. 819 of 2016, which was issued more than a decade ago.
The Directorate said a fresh valuation exercise was necessary in view of prevailing international prices, current import trends and other relevant factors. Notices were issued to relevant stakeholders and importers to allow them to present their views and provide supporting documents.
During consultations, importers argued that the existing customs values were below prevailing international prices, while their declared import values were higher and reflected current international market prices. They requested that the values be reassessed using import data from the previous 90 days and current international price trends.
The Directorate subsequently asked importers to submit supporting documents, including invoices, contracts, price lists and other verifiable evidence for consideration during the reassessment.
After applying the prescribed valuation methods in sequence, the Directorate determined the new customs values under Section 25(9), read with Section 25(6), of the Customs Act, 1969, based on the most appropriate and reliable information available on record.
