CDA Cancels Bahria Town Layout Plan for Two Phases

The Capital Development Authority (CDA) has cancelled the approved layout plan for Bahria Town Phases III-E and IV, covering 2,999 kanals, over alleged violations of the plan’s terms and conditions.

According to a letter issued by the CDA Housing Directorate, the authority approved the layout plan in 2010 subject to certain requirements. The CDA said Bahria Town failed to fulfill the required conditions and prerequisites for obtaining an NOC despite the passage of around 15 years.

The authority said it had also directed the housing scheme’s management in 2025 to vacate plots designated for public amenities, including parks, playgrounds, open spaces and public buildings, and restore them according to the approved layout plan.

The CDA said Bahria Town submitted a response to the notice, but the authority rejected it, describing the reply as inconsistent with the facts. The authority subsequently issued a final show-cause notice in September 2025.

The CDA also cited an audit objection regarding the alleged construction of a commercial building along Corniche Road in Bahria Town Phases III-E and IV without CDA approval. According to the notice, the Departmental Accounts Committee directed the removal of illegal commercial buildings constructed on riverbed, graveyard, park and open-space land.

The CDA has now withdrawn the layout plan with immediate effect and suspended the processing and approval of other Bahria Town cases, citing the company as a defaulter. The authority has also directed its enforcement wing to take action for the demolition or removal of works, buildings and structures constructed in the scheme.
