CDA Accuses Housing Society of Converting School Plots into Homes

The Capital Development Authority (CDA) has warned residents and potential buyers against illegal construction and transactions on plots reserved for public amenities in Jinnah Garden-I Housing Scheme, Zone-5, declaring structures built on school and playground land as unlawful.

In public notices issued by the authority, CDA stated that any allotment, transfer or construction on the identified amenity plots would have no legal validity and advised citizens to verify land status before entering into property transactions.

According to CDA, one of the disputed plots was reserved for a school under the approved layout plan of Jinnah Garden-I dated April 9, 2011. The authority said the land was required to be transferred to CDA, and the housing society’s sponsors had already been directed to complete the transfer process through official communications issued in August and December 2025.

In a separate notice, CDA highlighted another structure constructed on land reserved for a playground. The authority said the playground plot had already been transferred to CDA through Transfer Deed No. 14313 dated November 16, 2011, making it part of CDA-owned property.

CDA said the notices were issued as part of a public awareness campaign to inform residents about the legal status of land reserved for public facilities and to prevent unauthorized transactions.

The move comes amid regulatory concerns over the use and conversion of amenity plots in private housing schemes.

CDA’s official records show that the layout plan of Jinnah Garden Phase-I was cancelled in 2018 and its No Objection Certificate (NOC) has not been issued, while the authority continues efforts to enforce planning regulations and protect land designated for public amenities.
