CDA Issues New Rules for Plot Allotments and Housing Scheme Approvals
The Capital Development Authority (CDA) has issued new instructions for private housing schemes and projects in Islamabad, requiring developers to display approved layout plans and provide updated information about their approval status.
The move is aimed at preventing misrepresentation and fraud in the housing sector and helping buyers verify project details before making property-related decisions.
According to a letter issued by the CDA Planning Wing, the directions were issued following observations from the National Accountability Bureau (NAB), Islamabad/Rawalpindi, regarding how sponsors and developers represent the approval status of their projects.
The CDA said some developers were either not displaying approved layout plans (LOPs) or were presenting outdated or unapproved plans to the public. Such practices could mislead prospective buyers and result in financial loss and other difficulties.
Under the new instructions, sponsors must upload approved layout plans on their official websites and keep them regularly updated.
Approved plans and the current status of projects must also be prominently displayed at reception areas of project sites and booking offices. The display must include a QR code linked directly to the project’s official website so buyers can access updated and detailed information.
The CDA has directed its relevant Planning and Enforcement Wing to ensure implementation of the instructions and submit a compliance report to the concerned bureau.
The authority has also tightened rules for the issuance of allotment letters. It said allotment letters issued by sponsors will not be considered valid unless they are vetted by the concerned Director (Planning) or an officer not below the rank of Director (Planning) specifically authorized by the Member (Planning & Design), CDA.
In addition, the relevant Directorate of the Planning Wing will use the MIS or ERP system to ensure that only plots located within the approved layout plans of housing, farm housing or commercial schemes can be allotted or transferred.
For vertical housing projects and standalone commercial projects, only units included in approved building plans will be allowed to be allotted or transferred.
Plots or units falling outside approved plans will not be eligible for allotment or transfer until all required conditions are fulfilled and the relevant provisions are complied with.
The CDA said the measures are intended to improve transparency, protect the public interest and curb illegal or unauthorized housing practices in Islamabad.
The latest directives will also give prospective buyers greater access to verified information about housing projects before they make property-related decisions.
