Work on Islamabad’s New Rs. 1.4 Billion Underpass to Start This Month

The Capital Development Authority (CDA) has moved closer to starting construction of the Kashmir Chowk underpass, with work on a diversion road and utility shifting already underway. The authority expects to hold the project’s groundbreaking ceremony on October 5.

Construction and excavation will begin after the ceremony, according to a CDA official. The project has entered the execution stage after the CDA completed its technical evaluation of bids submitted by Habib Construction Services (HCS) and MS Kamran Khan (Kundi Group).

The authority found one bidder non-responsive and opened HCS’s financial bid, which came in at Rs. 1.45 billion against the Rs. 1.486 billion cost listed in the Notice Inviting Tender. The bidding documents give the contractor 90 days to complete the underpass.

However, CDA officials expect the project to finish within two months under a fast-track schedule, citing HCS’s completion of several CDA projects over the past two years, including Serena Interchange, Murree Road underpass, T-Chowk flyover and Sheen Chowk underpass.

The completed underpass will carry vehicles traveling from the Serena side toward Rawalpindi, while traffic heading toward Murree will use the road above it.

The CDA also plans to launch four other projects soon, including a cricket stadium, an additional block at the Jinnah Convention Centre, Safari Park and the National History Museum in Malpur.
