Thousands of house officers working at government hospitals across Sindh have not received their salaries and stipends for the past three months, causing financial difficulties for junior doctors.
The delay follows a change in the payment system introduced in May 2026. Under the new policy, house officers are to receive their payments directly into their bank accounts instead of receiving cheques through hospitals.
A finance officer at a government hospital said the required forms, copies of identity cards, previous cheques, and other data had been collected from house officers and submitted to the Accountant General Sindh (AG Sindh). However, payments have yet to be released.
The officer said house officers regularly approach hospital administrations over the unpaid stipends, but hospitals no longer have a role in the direct payment process.
Around 280 house officers work at Civil Hospital Karachi, while Jinnah Hospital Karachi has more than 700 house officers and over 450 postgraduate trainee doctors. More than 3,800 house officers are reportedly working across government hospitals in Sindh.
Jinnah Hospital’s Young Doctors Association President Dr Shahid Awan has demanded immediate payment of all outstanding stipends. He warned that doctors could launch protests and consider an outpatient department boycott if the dues are not cleared within days.
