A parliamentary panel has recommended replacing the Senate Secretariat’s medical reimbursement system with cashless health insurance.
Under the proposed arrangement, employees’ medical allowance would be used to cover the insurance premium.
The plan would cover around 6,767 employees and their eligible family members, allowing them to receive healthcare through an insurance scheme instead of paying hospital bills first and then claiming reimbursement.
The recommendation was made at a meeting of the sub-committee of the executive committee of the Senate Secretariat Employees Welfare Fund, chaired by Senator Amir Waliuddin.
The sub-committee discussed the proposed group health insurance facility and asked officials to examine it further through the State Life Insurance Corporation.
It also called for exploring a government-to-government arrangement and sought details about the scheme’s coverage, premium structure, terms and conditions, and other relevant features.
Members said the proposal should be carefully reviewed before implementation so employees and their families do not face problems in accessing healthcare.
They also agreed in principle that employees should not be allowed to claim both medical reimbursement and insurance benefits for the same treatment.
During the meeting, members asked for clarification on future premium estimates and the financial impact on the Senate Secretariat.
They said the current reimbursement system is cumbersome because employees must first pay medical expenses themselves before going through the reimbursement process.
Members observed that the Senate Secretariat’s budgetary resources could support a group health insurance scheme, which they said would give employees and their families quicker access to healthcare.
