Rs. 220 Billion PM Housing Loans Approved,15% Disbursed

Pakistan has disbursed around Rs. 34.27 billion under the Wazir e Azam Apna Ghar Program as the government reviews measures to expand access to housing, agriculture and small business financing.

The figure was discussed at the second meeting of the Access to Finance Steering Committee, chaired by Finance Minister Muhammad Aurangzeb on Monday. Banks have approved more than Rs. 220.68 billion in housing loans under the program, with the approved financing ready for disbursement, according to the Finance Division.

The committee reviewed progress under the Prime Minister’s Access to Finance Plan 2026 to 2028, including initiatives covering small and medium enterprises, agriculture and housing. The government is also working on legal and financial data related measures aimed at speeding up lending.

The meeting also reviewed a proposed wholesale financing framework, which will be shared with banks for feedback before being finalized. The committee emphasized the need for clear rules and appropriate controls, particularly where government support is involved.

In agriculture finance, the committee discussed plans to strengthen crop insurance by expanding the Crop Loan Insurance Scheme toward area yield insurance. The government said the move could improve farmers’ access to insurance payouts, while stronger coordination with banks, non bank financial institutions and other stakeholders is also being pursued to expand agricultural lending.

The government is also looking to make housing finance easier through the digitization of land and property records, faster verification of title documents and improved mechanisms for mortgage based lending. The committee discussed greater engagement with developers and financing against properly registered and verifiable property titles.

The committee also reviewed progress under the Pakistan Accelerated Vehicle Electrification Program, noting that more than 1,200 electric bikes have been delivered to customers. The government said it is working to expand financing for electric vehicle mobility as part of its broader transition toward electric vehicles under the National Electric Vehicle Policy 2030.

Aurangzeb stressed the need for continued coordination among the Finance Ministry, State Bank of Pakistan, Securities and Exchange Commission of Pakistan, Pakistan Banks’ Association and other stakeholders to address implementation issues and maintain progress under the access to finance plan.
