The Philippines has introduced a fully online filing system for Alien Employment Permit (AEP) applications as part of new procedures for foreign workers and their employers.
Starting September 3, 2026, the Department of Labor and Employment (DOLE) requires all AEP applications to be submitted through its centralized online filing portals. The requirement applies to new applications, renewals, exemptions, and exclusion requests.
Applications submitted through email, in hard copy, or through walk-in visits will no longer be accepted.
The department has also introduced a zero-contact policy under which application inquiries, status requests, and requests for clarification must be submitted through designated communication channels.
Access to DOLE offices will generally be limited to applicants scheduled to collect their AEP cards or those instructed to submit additional documents. However, an assigned officer will remain available on-site to deal with immediate concerns.
Alongside the new filing system, the Philippine Economic Zone Authority (PEZA) has introduced interim guidelines to prevent delays in visa processing while AEP applications are pending.
Effective August 26, 2026, PEZA will continue processing new and renewal visa applications even if the applicant has not yet received an AEP from DOLE.
PEZA-registered employers can instead provide proof that the AEP application is being processed. Accepted documents include proof of payment or an official receipt, a DOLE order of payment, proof that the AEP application was filed through official DOLE channels, or a DOLE certification confirming the filing.
Once the AEP is issued, employers will be required to submit a certified copy of the AEP card to both PEZA and the Bureau of Immigration.
The interim arrangement will remain in effect until further notice or until PEZA replaces it with new guidelines.
