Pakistan is developing a national open-source education data platform under the foreign-funded Actions to Strengthen Performance for Inclusive and Responsive Education Program–Technical Assistance (ASPIRE-TA) to improve education planning and support data-driven policymaking.
Project documents show the initiative has reached 55 percent physical progress and 42 percent financial progress. One of its main goals is to establish functional provincial and national open-source data platforms that can improve access to reliable education data.
The project also examines how teacher training programs affect classroom practices. Officials expect the assessment to show whether training is improving teaching quality and learning outcomes.
Another key component focuses on curriculum development related to climate change and the environment. The program also supports Pakistan’s participation in international literacy and numeracy assessments to measure performance against global standards.
In addition, the initiative includes knowledge-sharing events, capacity-building activities and national research studies on assessments, foundational literacy and quality education. These efforts aim to strengthen institutional capacity and help policymakers make better decisions.
Upon completion, the project is expected to improve digital learning practices, support curriculum reform, and promote foundational literacy initiatives. It will also contribute to a wellness and nutrition policy and help establish an Out-of-School Children Challenge Fund.
The broader goal is to reduce learning poverty and lower the number of out-of-school children by improving access to timely data and strengthening evidence-based education planning across Pakistan.
