Pakistan and Saudi Arabia have signed a memorandum of understanding to strengthen cooperation in cybersecurity, with the agreement focusing on sharing expertise and best practices to address emerging cyber threats.
The MoU was signed between Pakistan’s Ministry of Information Technology and Telecommunication and Saudi Arabia’s National Cybersecurity Authority during the LEAP 2026 technology conference in Riyadh, according to IT ministry.
The agreement was part of IT Minister Shaza Fatima Khawaja’s visit to the conference, where she led a Pakistani delegation and delivered a keynote address. The ministry said Pakistan’s participation focused on promoting its digital talent and innovation while attracting investment and expanding international market access for its technology sector.
Khawaja also held bilateral meetings with Saudi and other international officials during the conference. She formally inaugurated the Tech Destination Pakistan Pavilion, which featured 25 startups and more than 50 Pakistani technology companies showcasing products and services in artificial intelligence, automation and other digital technologies.
The ministry said the event also produced investment and business opportunities for Pakistani technology companies.
OfficeFlow AI, a Pakistani business automation platform, signed an incubation partnership agreement with Dhahran Techno Valley, while the company also reached an agreement with Saudi technology services firm MIS Arabia.
Another Pakistani startup, Edversity, received a $400,000 investment from Rapidev Group to support the international expansion of its artificial intelligence based education platform.
Pakistan has been seeking to expand technology cooperation with Saudi Arabia as its technology exports continue to grow. According to the Pakistan IT Industry Association, the country’s technology exports reached a record $4.6 billion in fiscal year 2026.
Saudi Arabia has also become an increasingly important market for technology companies as the Kingdom invests in digital infrastructure, artificial intelligence and other technology sectors under its Vision 2030 economic diversification program.
