The Ministry of Information Technology has issued a practical cybersecurity guide for employees, officers, officials, and technical staff working across the federal and provincial governments and public sector organizations.
The National Cyber Emergency Response Team of Pakistan (PKCERT), under the Government of Pakistan, prepared and published the National Cybersecurity Handbook.
The handbook provides practical guidance on adopting secure cyber practices in daily government operations. It aims to help personnel prevent cyber incidents, protect sensitive information, and strengthen the security of government systems.
The ministry said the guidelines are based on Pakistan’s national laws, regulations, government directives, and international cybersecurity standards and best practices.
The handbook translates the requirements of the Pakistan Information Security Framework (PISF) 2026, National Cyber Security Policy 2021, CERT Rules 2023, and other applicable regulations into practical instructions for government personnel.
It covers eight key cybersecurity areas and outlines recommended practices and user responsibilities for protecting government information and systems.
The handbook also emphasizes that cybersecurity is a shared responsibility. As government services become increasingly digital and interconnected, the actions of individual users can affect the confidentiality, integrity, and availability of government information.
The guidelines are intended to significantly reduce cyber risks, but the government clarified that following the handbook does not provide complete protection against sophisticated cyber threats.
