Pakistan and Russia have agreed to push their technology ties beyond talks and into business deals, with companies from both countries lining up joint projects in AI, cloud computing and cybersecurity.
The plan was discussed at the Pakistan–Russia IT Collaboration Webinar in Islamabad on Wednesday, organised by the Pakistan Software Export Board (PSEB) and the University of World Civilizations Moscow, with Russian speakers joining from Moscow.
Six Areas for Joint Work
Companies and industry bodies focused on six areas: AI and cloud, cybersecurity, digital governance, IT services trade and investment, digital skills, and quantum computing.
Planning Minister Ahsan Iqbal, the chief guest, called on firms from both sides to pursue joint ventures, pilot projects and market access. He said Pakistan produces over 75,000 IT graduates a year, aims to train one million AI professionals by 2030, and is setting up seven new AI centres.
PSEB CEO Faisal Jeddy said every participating company would leave with a defined opportunity, a named counterpart and a clear next step. “Partnerships rarely fail for lack of intent; they fail for lack of follow-up,” he said.
Firms including Ebryx, Positive Technologies, TMC and the Russian Quantum Center discussed co-developing cybersecurity, enterprise software, FinTech and AI products for Pakistan, Russia and third countries.
What This Means for Pakistan’s IT Sector
Pakistan’s IT and telecom exports hit a record $4.6 billion in FY2025-26, up about 20%, and the sector is now hunting for new markets. Russia could become one of them.
IT Secretary Zarrar Hasham Khan said the talks produced a shortlist of concrete opportunities, and the ministry will help clear regulatory hurdles so the first pilot projects start without delay. The push follows other recent steps in bilateral ties, including Russian scholarships for Pakistani students.
