The Khyber Pakhtunkhwa government has approved a new transport monetization policy for judicial officers, under which they will receive monthly transport allowances from October 1.
According to a notification issued by the Finance Department, district and sessions judges will receive Rs195,000 per month, while additional district and sessions judges will get Rs175,000.
Senior civil judges will be entitled to Rs150,000 monthly, and civil judges will receive Rs100,000 under the new policy.
The policy gives judicial officers the first option to purchase government vehicles currently assigned to them, except Toyota Fortuner, at depreciated value. Vehicles not purchased will be returned to the relevant provincial government departments.
Under the notified mechanism, vehicle prices will be reduced by 15 percent in the first year and by 10 percent in each subsequent year. However, the value cannot fall below 55 percent of the original purchase price.
Judicial officers who choose to buy their vehicles will have Rs 50,000 deducted from their monthly salaries, while the remaining amount will be recovered before retirement.
The policy also allows officers to retain their drivers by paying Rs 30,000 per month through salary deduction. If an officer does not retain a driver, the post will be abolished from the district judiciary’s sanctioned strength and moved to the surplus pool.
Vehicles purchased under the monetization scheme will not be allowed to carry green number plates.
The notification also says the transport allowance may be increased if fuel prices rise by an average of 20 percent for six consecutive months. It may also be reduced with provincial cabinet approval if federal transfers drop sharply or the province faces a financial crisis.
Any administrative or procedural issues during implementation will be resolved through consultation among the Finance Department, Peshawar High Court, Law, Parliamentary Affairs and Human Rights Department, and the relevant administrative departments.
