Investment By Foreign Companies in Pakistan Crosses $23 Billion

Companies belonging to the Overseas Investors Chamber of Commerce and Industry (OICCI) have invested more than $23 billion in Pakistan over the past decade, exceeding the country’s cumulative net foreign direct investment (FDI) inflows of $21 billion during the same period.

The figures were disclosed in OICCI’s Members’ Contribution to the Economy 2025 report released on Monday, highlighting the scale of investment and economic activity generated by foreign-invested companies in Pakistan.

OICCI members collectively recorded Rs. 13.1 trillion in gross revenue during FY2025 and held total assets of Rs. 42 trillion. Their capital expenditure reached Rs. 615 billion, while their contribution through government levies stood at Rs. 3.2 trillion.

The report said foreign-invested companies continued expanding operations and reinvesting in Pakistan despite a challenging macroeconomic environment.

Among 51 OICCI member companies listed on the Pakistan Stock Exchange (PSX), profit before tax grew at a compound annual growth rate (CAGR) of 26% in rupee terms between 2021 and 2025, compared with 35 percent in the previous reporting period.

In dollar terms, profit before tax posted a CAGR of 11 percent, while turnover grew at 21 percent in rupee terms and 6 percent in dollar terms.

The report showed that OICCI members have a broad footprint across Pakistan’s economy. Oil, Gas and Energy companies accounted for 36 percent of total government levies paid by OICCI members.

Banking, Insurance, Finance and Leasing companies represented 75.6 percent of members’ total assets and 25 percent of total turnover, while telecommunications companies accounted for 33 percent of total capital expenditure.

Companies operating in food and consumer products, chemicals, pharmaceuticals and healthcare, automobiles, engineering, shipping and airlines also made significant contributions.

OICCI Secretary General M. Abdul Aleem said the more than $23 billion invested by members over the last decade reflected continued confidence in Pakistan’s long-term economic prospects.

He said greater policy consistency, regulatory predictability and a more supportive business environment could help foreign investors increase their contributions to economic growth, exports, innovation and employment.
