Telecom operators in Pakistan have invested an estimated $178.57 million in the rollout of 5G networks up to June 2026, the Senate was informed.
Jazz invested $59.67 million in 5G rollout by June 2026, while Zong invested $98.9 million. Ufone’s investment was estimated at $20 million. This was according to the written reply submitted by the minister in response to a question from Senator Samina Mumtaz Zehri.
Minister for Information Technology and Telecommunications Shaza Fatima Khawaja said the government’s Policy Directive for the Spectrum Auction, issued on January 6, 2026, did not set any target for telecom companies to bring foreign direct investment for 5G rollout.
The minister said the figures were provided by the mobile operators.
The operators have also projected further investment in 5G rollout during FY2026-27. Jazz has forecast an investment of $30.33 million and Zong $39.9 million, while Ufone’s forecast could not be provided as the data would be shared after completion of merger-related activities. The written reply noted that the $20 million Ufone investment figure was estimated.
The Senate was further informed that mobile operators had upgraded a total of 1,136 sites to 5G across Pakistan. Punjab accounted for the highest number with 587 upgraded sites, followed by Sindh with 262, Islamabad Capital Territory with 192, Khyber Pakhtunkhwa with 64 and Balochistan with 31. No 5G upgraded sites were reported in Gilgit-Baltistan or Azad Jammu and Kashmir in the province-wise data provided.
The data showed that Pakistan had 10,499 fiberized sites, with an overall fiberization rate of 17.2 percent. Punjab had 6,153 fiberized sites, Sindh 2,121, Khyber Pakhtunkhwa 953, Islamabad 521, Balochistan 417, Gilgit-Baltistan 196, and Azad Jammu and Kashmir 138. Gilgit-Baltistan recorded the highest fiberization percentage at 36.3 percent, followed by Islamabad at 30.4 percent, while AJK had the lowest rate at 9.5 percent.
