HEC Announces Commonwealth Scholarships 2027–28

The Higher Education Commission (HEC) has opened applications for the Commonwealth Scholarship Program 2027–28 for master’s and PhD studies.

Pakistani and Azad Jammu and Kashmir (AJK) nationals can apply. According to HEC’s announcement, the deadline for submitting online applications is October 20, 2026.

HEC manages the program in collaboration with the Commonwealth Scholarship Commission in the United Kingdom.

Available Scholarships

The announcement covers scholarships for master’s and PhD studies for the 2027–28 academic year.

Candidates can find detailed information about each study level through the Commonwealth Scholarship page linked by HEC.

Who Can Apply?

Applicants must be Pakistani or AJK nationals and permanent residents of Pakistan or AJK. Dual nationals are not eligible. There is no upper age limit.

For a master’s scholarship, candidates must hold a first-division bachelor’s degree representing 16 years of education in the relevant field.

For a PhD scholarship, candidates must hold a first-division master’s, MS or MPhil degree representing 17 or 18 years of education in the relevant field. Applicants must not have a second or third division in their latest degree.

Candidates awaiting results may apply, provided they obtain and submit their final degree and transcript before the academic session begins in August or September 2027.

Applicants must also meet the CSC’s separate eligibility requirements for their chosen scholarship. These are available on its official master’s scholarship page and PhD scholarship page.

HAT Test Requirements

All applicants must provide a Higher Education Aptitude Test (HAT) score of at least 60 out of 100. HEC will consider eligible HAT tests taken on or after October 25, 2024.

Only HAT-I, HAT-II, HAT-III and HAT-IV categories are acceptable for scholarship nominations. HAT tests conducted for admission to Pakistani universities are not valid for this program.

Applicants should visit the Commonwealth Scholarship page provided by HEC and follow the application instructions for the 2027–28 program.

Candidates should check the eligibility criteria and document requirements for their selected degree, then complete the online application process specified by HEC.
