Government employees have been prohibited from accessing e-Office and other classified government portals through personal devices, while the use of private email services, including Gmail and Yahoo, for official correspondence has also been barred.
The restrictions are contained in the National Cybersecurity Handbook 2026–27, issued by Pakistan’s National Cyber Emergency Response Team (PKCERT). The handbook provides cybersecurity guidelines for employees and officials of federal and provincial governments and public-sector organizations.
According to the handbook, official correspondence and departmental tasks must be conducted through government-provided email accounts. Employees must not forward messages from official accounts to personal inboxes or register their government email addresses on shopping, gaming and social-media platforms.
Officials have also been directed to perform government work on authorized computers, laptops, tablets and mobile phones. Where government-issued equipment is unavailable, prior departmental permission must be obtained before a personal device can be used for official purposes, and the device must meet prescribed security standards.
National CERT warned that using personal accounts and unauthorized devices could expose sensitive government information, spread malware and undermine audit trails during cyber incident investigations. Employees have also been instructed not to connect personal USB drives, external hard disks or mobile phones to official devices.
