The federal government has cancelled all No Objection Certificates (NOCs) and permissions previously issued to civil servants under the Government Servants (Conduct) Rules, 1964.
Officers now have to seek fresh approvals under the newly notified Civil Servants Conduct Rules, 2026.
According to an office memorandum issued by the Establishment Division on Wednesday, all permissions granted under the 1964 conduct rules are no longer valid.
The directive instructs officers serving in the Secretariat Group, Office Management Group, and other federal service groups to submit fresh applications in accordance with the Civil Servants Conduct Rules, 2026.
The new rules also require government employees to obtain fresh approval before accepting awards, honors, or titles from foreign governments, organizations, or individuals.
In addition, civil servants must seek permission before sharing official documents or government-related information with the media under the updated conduct framework.
