Foreign-Trained Civil Servants Must Verify Degrees or Be Marked Absent

The federal government has introduced stricter requirements for civil servants returning from foreign scholarships, academic programs and deputations, making degree verification, financial liability records and timely resumption of duty mandatory under new procedures issued by the Establishment Division.

Under the revised standard operating procedures (SOPs), officers returning from study leave or foreign scholarships must submit a certified copy of their degree certificate or an official academic transcript along with their joining report. The measures are intended to strengthen oversight of publicly funded training and ensure officers meet their service obligations.

The Establishment Division has warned that officers who fail to provide the required academic documents without a verifiable justification may be treated as absent from duty.

Where a foreign university has not yet issued a degree, the officer must provide official documentation from the institution confirming their academic standing and explaining the delay. Without acceptable supporting documents, the officer’s return to duty may not be formally processed.

Once submitted, the academic credentials and joining report will be sent to the Establishment Division’s Training Wing for centralized record-keeping.

Govt strengthens financial checks on scholarship recipients

The new procedures also introduce a centralized system for tracking financial liabilities arising from government-funded scholarships and professional training programs.

Under the arrangement, the Training Wing must provide the Executive Wing with a detailed statement of liability for every officer who has signed a surety bond. The statement must specify the scholarship and training costs, recoverable emoluments and the length of service the officer is required to complete after returning.

The record must also identify circumstances that could constitute a breach of the bond, including resignation without the required authorization or abandonment of service, along with the amount recoverable from the officer.

These liability statements will become part of the officer’s personal file and must be presented to the relevant authorities when administrative decisions affecting the officer’s career or service conditions are considered.

The move addresses concerns about officers leaving government service or failing to complete mandatory service periods after receiving publicly funded training and educational support

Pending leave extensions will not excuse absence

The Establishment Division has also clarified that applying for an extension of approved leave, study leave or deputation does not automatically authorize an officer to remain away from duty beyond the sanctioned period.

Civil servants must report back when their approved leave or deputation ends, even if a request for an extension is still awaiting a decision.

Officers who fail to submit a joining report may be classified as absent without authorization, with their cases referred to senior officials for further directions.

The revised procedures place greater emphasis on documentary verification, centralized financial records and compliance with service requirements for civil servants who receive government support for overseas education, training or professional assignments.
