FIA Reportedly Dismantles Illegal Visa Facilitation Network Run by Foreigner and Govt Officers in Islamabad

The Federal Investigation Agency (FIA) has reportedly busted an alleged illegal visa facilitation network in Islamabad involving a Chinese national and officials from the Immigration and Passports Department (IMPASS) and Islamabad Police’s Special Protection Unit (SPU).

The FIA’s Anti-Corruption Unit reportedly arrested Chinese national Xiao Jingping, also known as Jack or Jason, along with IMPASS official Junaid Mughal and SPU official Zafar Iqbal. The agency also reportedly recovered Rs. 20 million in cash and other documents and registered a case against the three suspects.

The network allegedly facilitated immigration clearance and the movement of foreign nationals accused of violating visa restrictions and engaging in illegal activities through call and digital centers in Islamabad.

The case emerged during an investigation by the FIA’s Anti-Human Trafficking Cell into foreign nationals arrested in the federal capital. During questioning, some of the arrested individuals allegedly disclosed details of an organized network involving officials from FIA Immigration, Immigration and Passports, and the Islamabad Police’s SPU.

Xiao made further disclosures on August 15, allegedly revealing that Junaid Mughal and Zafar Iqbal, along with other individuals, facilitated immigration clearance for foreign passengers in exchange for Rs. 80,000 per passenger.

WhatsApp conversations and payment receipts recovered from the mobile phone of one of the suspects allegedly supported the claims regarding payments and communication between those involved.

Following the disclosures, FIA Islamabad Zone Director Shahzad Nadeem Bukhari formed a raiding team headed by Anti-Corruption Cell Assistant Director Umar Arsalan and Inspector Raja Faheem, along with other officials, to take action against the alleged network.

The FIA team subsequently raided Mughal’s residence in Ghori Town, Islamabad, and arrested him. During the initial investigation, officials recovered WhatsApp chats and other evidence from his mobile phone allegedly showing communications and payments involving Xiao, Zafar, and other individuals.

Mughal also allegedly disclosed that he had received bribes from Xiao to facilitate the release of foreign nationals arrested from Sparco Plaza in Gulberg Greens, Islamabad. He was also accused of previously receiving payments for providing immigration clearance services.

The investigation also includes allegations that officials of the National Cyber Crime Investigation Agency (NCCIA) were paid a monthly amount to protect foreign nationals allegedly involved in illegal activities.
