Chief Justice Lahore High Court Questions the Existence of NCCIA

Lahore High Court Chief Justice Aalia Neelum on Thursday sought details about the formation of the National Cyber Crime Investigation Agency and the number of heads and directors who have served there so far.

She was hearing a contempt of court petition filed by citizen Muhammad Ismail over the alleged non-compliance of a 2024 court order directing authorities to decide his application within 30 days.

Following the court’s notice, FIA Director General Dr Usman Anwar appeared and explained that the application had been filed in 2024 and the NCCIA was later established as a separate agency.

He said the matter in question now related to the NCCIA.

“Tell me the date when the NCCIA came into existence,” the chief justice asked.

The chief justice observed that several similar applications may still be pending, including some filed by citizens who were unable to approach the courts.

Dr Anwar said the agency had computerised its data and was working to clear pending applications. He added that the NCCIA was initially established without its own building.

The DG said the petitioner’s complaint would be decided when he appeared before the agency.

The chief justice remarked that the complainant should not be “managed” into withdrawing the petition from court.

Dr Anwar assured the court that this would not happen and that the court’s orders would be implemented.
