CDA to Build Rs. 24.5 Billion Road in 2 Phases

The Capital Development Authority (CDA) plans to build Islamabad’s 11th Avenue in two phases, with the first covering a 3.5-kilometer stretch between the E-11 Interchange and Srinagar Highway.

The CDA’s Departmental Working Party (DWP) has approved a PC-I worth Rs. 24.5 billion for the 7.5-kilometer road from Margalla Avenue to IJP Road. The project includes three lanes on each side and around 17 bridges and overpasses, with officials initially setting a one-year completion target.

However, the authority has now decided to prioritize the section connecting E-11 Interchange with Srinagar Highway. The first phase will also include an interchange on Srinagar Highway.

A CDA engineer said the authority had decided to divide the project into two phases during a recent meeting. The engineer said the CDA was working on the pre-tendering process and hoped to formally launch the first phase within two months.

The engineer said the new road would connect Srinagar Highway with Margalla Avenue and help distribute traffic between Margalla Road and Srinagar Highway once the first phase becomes operational.

The engineer estimated that the first phase could cost Rs. 11 billion to Rs. 12 billion, including the interchange. However, the engineer clarified that the figure remained tentative because the CDA was still working on the detailed cost assessment.

Prime Minister Shehbaz Sharif laid the foundation stone for 11th Avenue in June 2023 during his first term, but construction did not begin.
