The Capital Development Authority (CDA) has approved new promotion criteria for low grade employees, setting clearer service, technical and recruitment requirements for staff working in different directorates.
The revised policy covers 14 operational cadres and aims to standardize career progression for technical, field and administrative employees.
Under the new criteria, employees in positions including Vacuum Cleaner Operator, Lift Superintendent and Plant Superintendent will generally need at least five years of service in their respective feeder posts before becoming eligible for promotion.
Employees seeking promotion to certain lift and plant maintenance positions will also have to pass a qualifying trade test, in addition to meeting the seniority and fitness requirements.
The CDA has also revised the balance between departmental promotions and direct recruitment for several positions. Telephone Operator and Train Driver vacancies will be filled equally through direct recruitment and departmental promotion.
For Horticulture Supervisor, Tube Well Operator and Work Supervisor positions, 75 percent of vacancies will be filled through departmental promotion, while the remaining 25 percent will be open to direct recruitment.
Some positions, including Assistant Foreman for Khanpur Dam operations and Assistant Graveyard Controller, will be filled exclusively through departmental promotion, subject to the required qualifications and five year service condition.
The CDA has also ordered amendments to the relevant provisions of its Employees Service Regulations, 1992, and circulated the notification among senior management, finance officials, board members and the Collective Bargaining Agent for implementation.Ca
