The Capital Development Authority (CDA) has ordered the sealing of the site and marketing offices of the private housing scheme “Itifaq Residencia” on Simly Dam Link Road in Zone-IV (D) of Islamabad for allegedly carrying out development without the required approvals.
According to an official CDA document, the housing scheme in Zone IV (D) began development work without approval of its Layout Plan or issuance of a No Objection Certificate (NOC). The authority declared the development, structures, and land use illegal under applicable regulations.
The CDA said private sponsors cannot plan, advertise, launch or develop a housing scheme in Islamabad without obtaining the authority’s approval. It cited the CDA Ordinance 1960, ICT Zoning Regulations 1992 and regulations issued in 2023 for private housing, farm housing, apartment and commercial projects in Zones II, IV and V.
The authority had previously issued notices and show-cause notices on May 23, 2025, and May 20, 2026. The sponsors were directed to stop development and marketing activities, as well as the sale, purchase, allotment and transfer of plots.
The sponsors were also instructed to remove buildings and other structures constructed without approval. The CDA said public notices about illegal housing schemes had been published in national newspapers and uploaded to its website, but the required approvals were not obtained.
Following the continued lack of approvals, the Regional Planning Directorate directed the CDA’s Enforcement Directorate to seal the housing scheme’s marketing and site offices.
The CDA also called for coordinated action to demolish or remove illegal structures. Utility providers were directed to issue connections only in accordance with CDA approved layout and building plans.
Relevant authorities were further asked to prevent the publication and online circulation of advertisements for unapproved housing and commercial projects.
