The Capital Development Authority has moved to seal offices of the Federal Employees Cooperative Housing Society over alleged violations of approved layout plans and unpaid fees and penalties totaling Rs. 57.482 million linked to Jinnah Garden housing schemes in Islamabad.
CDA’s Directorate of Housing Societies has asked its Enforcement Directorate to seal FECHS offices at Society Plaza near Post Office in Korang Town, Rawalpindi, and near the overhead water tank at Iqbal Avenue in Jinnah Garden Phase I, Islamabad.
The authority said the second layout plan for Jinnah Gardens I, covering 2,548 kanals, was approved in April 2011, but FECHS failed to meet the requirements for a No Objection Certificate. CDA later cancelled or withdrew the approval in September 2018.
CDA alleged that land reserved for parks, green and open spaces, schools, a hospital, community center, graveyard and other public facilities was converted into residential and commercial plots.
The authority also flagged similar violations in Jinnah Garden Phase I Extension, covering 1,826.50 kanals and jointly sponsored by FECHS and the National Assembly Employees Cooperative Housing Society. The layout plan was approved in September 2021, but the sponsors allegedly failed to meet NOC requirements and converted land reserved for public facilities to other uses.
CDA said FECHS and NAECHS were directed in September 2025 to pay Rs. 57.482 million in fees and penalties calculated through June 30, 2025, but the amount remains unpaid. The recovery case was referred to the Senior Special Magistrate, CDA, on Aug. 21, 2026.
